In a new step to enhance maritime travel security and control traffic, the General Authority of Ports has issued a circular requiring all maritime transport companies and agents to send advance data on travelers, including passengers and crew members, in accordance with regulations set by the National Center for Passenger Security. The decision is scheduled to take effect on August 15, 2025.
Unified data including passengers and crew
Under the new directive, all shipping agents and ship operators—both Saudi-flagged and foreign-flagged—entering the Kingdom's territorial waters are required to submit accurate and complete passenger and crew data prior to departure or arrival, in accordance with the procedures approved by the National Center for Passenger Security.
Violations and fines for those who do not comply
The Authority emphasized that failure to provide advance data is a clear violation that exposes perpetrators to penalties and fines, in accordance with the Kingdom's applicable laws and regulations.
Register in the Passenger Security System
The Ports Authority has urged all shipping companies to immediately register with the Passenger Security System, follow the approved guidelines, and complete the authorization form to communicate with the relevant center.
National Center for Passenger Security
The National Center for Travel Security was established in 1438 AH (XNUMX AD) under the supervision of the Presidency of State Security. It is responsible for collecting and analyzing data on air, sea, and land travel within and outside the Kingdom.
The center aims to enhance traveler security and combat the travel of dangerous individuals by pre-assessing transport, cargo, and visa movements, analyzing the associated risks, and strictly adhering to privacy and information confidentiality policies.
