Today, Tuesday, the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud - may God protect him - chaired the Cabinet session held in Jeddah.

The Custodian of the Two Holy Mosques also briefed the Cabinet on the contents of the message he received - may God support him - from His Excellency the President of the Arab Republic of Egypt, Abdel Fattah El-Sisi, regarding relations between the two brotherly countries and ways to support and strengthen them in various fields.

The Council was then briefed on the results of the reception of His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister - may God protect him - of His Excellency the President of the Arab Republic of Egypt, and on the phone call between His Highness and His Excellency the President of the Russian Federation, Vladimir Putin, which included appreciation for the role of the Kingdom of Saudi Arabia and its constructive efforts to establish world peace and promote dialogue as a means of resolving international crises.

The Cabinet followed up on the latest developments in the region and the world, emphasizing the Kingdom of Saudi Arabia's call on the international community, particularly the permanent members of the Security Council, to urgently intervene to end the famine in the Gaza Strip and halt the war of extermination and crimes committed by the Israeli occupation army against the brotherly Palestinian people.

In a statement to the Saudi Press Agency following the session, Minister of Media Salman bin Yousef Al-Dosari explained that the Council affirmed its support for the outcomes of the extraordinary meeting of the Council of Foreign Ministers of the Organization of Islamic Cooperation (OIC), held in Jeddah to discuss the ongoing Israeli aggression against the Palestinian people, coordinate action mechanisms to halt the genocide, and resolve resolutions and plans aimed at consolidating the occupation and full control over the Gaza Strip. The Council stressed that the continuation of Israeli violations without accountability or punishment undermines the international order and the rules of international law, and is likely to expand the circle of conflict and unrest, threatening security and peace at the regional and global levels.

The Council strongly condemned the continued Israeli violations, its incursion into Syrian territory, and its interference in its internal affairs. It affirmed the Kingdom's full support for the measures taken by the Syrian government to achieve security and stability, preserve civil peace, and maintain the sovereignty of the state and its institutions, and its categorical rejection of any separatist calls to divide this brotherly country.
The Council reiterated the Kingdom's call on all Sudanese parties to implement the provisions of the Jeddah Declaration signed in May 2023, to commit to protecting civilians, ensuring the security of relief and humanitarian aid corridors, and to prioritize the interests of the brotherly Sudanese people and spare them the scourge of war and internal conflict.
Expropriation of real estate for the public interest
While reviewing comprehensive statistics on the number of Umrah pilgrims this year, the Cabinet expressed its continued welcome to the Guests of God coming from various countries around the world, and its continued commitment to exerting all efforts and harnessing all capabilities and potentials to provide them with comfort from their arrival until their safe and sound departure to their homes.
His Excellency the Minister of Information stated that the Council praised the success of the King Abdulaziz International Competition for Memorization, Recitation and Interpretation of the Holy Quran, which witnessed for the first time in its history the participation of (179) contestants from (128) countries; thus, the Kingdom continues its leadership in serving Islam and caring for the Book of God and its memorizers.
The Cabinet commended the broad community response to the annual national blood donation campaign, launched by His Royal Highness the Crown Prince, to instill the values of humanitarian work and achieve self-sufficiency in blood and its components, ensuring safe and sustainable supplies that meet the needs of beneficiaries across the Kingdom.
The Council appreciated the contribution of the Human Resources Development Fund in employing (267) thousand male and female citizens to work in private sector establishments during the first half of 2025 AD, thus enhancing its strategic role in empowering national cadres, raising their competitiveness, and supporting the growth of the labor market in the Kingdom.
The Council considered the Crown Prince’s attendance of the closing ceremony of the World Cup for Electronic Sports as an extension of his continuous support for this sector through the launch of an integrated package of legislation and regulations within the framework of a national strategy aimed at building a globally competitive sector that provides (39) thousand jobs and contributes about (50) billion riyals to the GDP by the year 2030 AD.
The Council of Ministers reviewed the topics on its agenda, including topics that the Shura Council participated in studying. It also reviewed the conclusions reached by the Political and Security Affairs Council, the Economic and Development Affairs Council, the General Committee of the Council of Ministers, and the Council of Ministers’ Experts Authority in this regard. The Council concluded the following:
First:
Authorizing His Royal Highness the Minister of Interior, Chairman of the Board of Directors of the Supreme Commission for Industrial Security - or his representative - to negotiate with the Naif Arab University for Security Sciences regarding the draft memorandum of understanding between the Commission and the University in the field of industrial security, and to sign it.
Second:
Approval for the Ministry of Islamic Affairs, Call and Guidance to negotiate with the Islamic Council of the Republic of Madagascar regarding the draft Memorandum of Understanding between them in the field of Islamic affairs, and to sign it.
Third:
Approval of a Memorandum of Understanding between the Ministry of Industry and Mineral Resources of the Kingdom of Saudi Arabia and the Ministry of Energy and Mineral Resources of the Republic of Indonesia for cooperation in the field of mineral resources.
Fourthly:
Authorizing His Excellency the Minister of Investment - or his representative - to negotiate with the Chinese side regarding the draft Memorandum of Understanding between the Government of the Kingdom of Saudi Arabia and the Government of the Hong Kong Special Administrative Region of the People's Republic of China for cooperation in the field of information exchange in the areas of infrastructure and construction, and to sign it.
Fifth:
Approval of a Memorandum of Understanding between the Ministry of Health of the Kingdom of Saudi Arabia and the Ministry of Health and Family Welfare of the Republic of India for cooperation in the health sector.
Sixthly:
Authorizing His Excellency the Minister of Human Resources and Social Development, Chairman of the Board of Directors of the Authority for the Care of Persons with Disabilities - or his representative - to negotiate with the Venezuelan side regarding the draft Memorandum of Understanding between the Authority for the Care of Persons with Disabilities in the Kingdom of Saudi Arabia and the National Council for Persons with Disabilities in the Bolivarian Republic of Venezuela for cooperation in the field of the rights of persons with disabilities, and to sign it.
Seventh:
Approval of a Memorandum of Understanding for cooperation in the field of civil aviation between the General Authority of Civil Aviation in the Kingdom of Saudi Arabia and the Directorate General of Civil Aviation in the State of Kuwait.
Eighth:
Authorizing His Excellency the President of the General Auditing Bureau - or his representative - to negotiate with the Cypriot and Gambian sides regarding the two draft memoranda of understanding between the General Auditing Bureau of the Kingdom of Saudi Arabia and the Audit Bureau of the Republic of Cyprus and the National Audit Bureau of the Republic of Gambia for cooperation in the field of accounting, auditing and professional work, and to sign them.
Ninth:
Approval of the system of expropriation of real estate for the public interest and temporary seizure of real estate.
Tenth:
Approval of the updated strategy for the development of the Asir region.
The Cabinet also reviewed a number of general topics on its agenda, including two annual reports from the Support and Liquidation Center and Bisha University. The Cabinet took the necessary action in these matters.
