Mechanism for applying annual fees
The Ministry explained that the annual fees will be applied as follows:
10% on lands within the highest priority segment.
7.5% on the high tranche.
5% on the middle bracket.
2.5% on the low bracket.




While lands outside the priority scope are exempt from fees, they will be counted as part of the total white lands owned by the taxpayer within the capital’s borders.
Neighborhoods covered by the 10% fee in Riyadh
According to what was announced by the White Land Fees Program through its official account on the X platform, the neighborhoods covered by the fees in the first tranche (10%) include: Al-Malqa, Hattin, Al-Nakhil, Al-Khazama, Al-Narjis, Al-Aridh, Al-Qayrawan, Al-Yasmine, in addition to other neighborhoods, which are: Al-Ulya, Al-Ghadeer, Al-Nafl, Al-Falah, Al-Sahafa, Al-Taawun, Al-Aqeeq, Al-Muhammadiyah, and Al-Sulaymaniyah.
Fees and Land Registration Invitation
The ministry emphasized that the implementation of the fees aims to achieve a balance between supply and demand in the real estate market, increase housing supply, and combat monopolistic practices.
She also stressed that the program's executive regulations include an ongoing annual review of the conditions of each city or geographical area, with the possibility of maintaining, amending, or suspending fees in accordance with market requirements.
The ministry called on all landowners to register their land within 60 days through the program's electronic portal to avoid fines that could reach 100% of the fee value. The ministry also called on owners to benefit from the services of the Etmam Center to expedite the approval of plans and the issuance of licenses, which will help facilitate development processes.
She also explained that the fee revenues will be allocated entirely to support housing projects, thus enhancing the housing supply in the capital, Riyadh.
