Systemic exceptions to white land fees
During an interview with Al Arabiya, Al-Sahen explained that there are cases in which fees may be waived, such as lands subject to legal disputes, lands lacking basic services, or other regulatory issues.
As for lands that are sound and free of any obstacles, they are subject to fees and their owners are not exempt from them.

Imposing fees to address development disruption
He added, "If the owner is unwilling or unable to develop the land, fees must be imposed on him, as he is responsible for the development disruption caused to the land."
The variation in fee rates ranges between 10% and 2.5%.
Regarding the variation in the prescribed fee rates, Al-Sahen explained that lands subject to a 10% rate are often fully serviced, readily buildable, and located within fully developed urban areas. The rate drops to 5% or 2.5% in areas lacking services or located on the outskirts of urban areas, where the level of urban development is lower than in major areas.

He pointed out that this gradual increase in fee rates aims to encourage land development in areas with completed urbanization, thus contributing to enhancing real estate supply and achieving market balance.
