The Ministry confirmed that failure to comply with registration may result in fines of up to 100% of the applicable fee.
The ministry explained that these geographic zones were identified following a comprehensive study of urban development priorities in the capital. They were divided into five main segments based on varying fee rates, with the goal of stimulating balanced urban development and increasing real estate supply in the market.

White land tax brackets in Riyadh
First tranche (top priority): 10% of the land value.
Second tranche (high priority): 7.5%.
Third tranche (medium priority): 5%.
Fourth tranche (low priority): 2.5%.
Fifth segment (outside priorities): No fees are imposed on it, but it is counted as part of the total land owned by the taxpayer within the city.

Revenues from white land tax to support housing projects
The Ministry of Municipal Affairs and Housing confirmed that all revenues from the white land tax will be allocated entirely to support housing projects, a move aimed at increasing the supply of housing units and meeting the needs of citizens in the capital, Riyadh.
