His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister - may God protect him - chaired the Cabinet session held today in Riyadh.
Council of Ministers
At the beginning of the session, His Highness the Crown Prince briefed the Cabinet on the contents of the message he received - may God protect him - from His Excellency the President of the Russian Federation, Vladimir Putin, and on the content of His Highness's reception of the Vice President of the State of Palestine, Hussein Al-Sheikh.
In a statement to the Saudi Press Agency following the session, Minister of Media Salman bin Yousef Al-Dosari explained that the Council reviewed the overall developments in the region and the world, particularly the developments in the occupied Palestinian territories, and the Kingdom's tireless efforts in communicating with members of the international community to end the humanitarian catastrophe in Gaza and deliver relief and humanitarian aid to the Strip in full cooperation with international mechanisms.
In this context, the Council emphasized the importance of the contents of the statement issued by the Foreign Ministers of the Kingdom of Saudi Arabia and the Italian Republic, which renewed the joint commitment to achieving a just, secure, and comprehensive peace in the Middle East, called for an immediate cessation of the war in Gaza, and condemned any measures that undermine the two-state solution.
Crown
On local affairs, the Council commended the patronage of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud - may God protect him - of the ninth edition of the Future Investment Initiative conference, which will be held in Riyadh under the theme "Key to Prosperity" from October 27 to 30, 2025, with the aim of enhancing ways to employ investment to build a prosperous and sustainable future for humanity.
Saudi Cabinet decisions
The Council reviewed the topics on its agenda, including topics that the Shura Council participated in studying. It also reviewed the conclusions reached by the Political and Security Affairs Council, the Economic and Development Affairs Council, the General Committee of the Council of Ministers, and the Council of Ministers’ Experts Authority in this regard. The Council concluded the following:
First:
Formation of the Board of Trustees of the World Esports Cup Foundation, for a period of (three) years, headed by His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud.
Second:
Authorizing His Highness the Minister of Foreign Affairs - or his representative - to negotiate with the Moldovan side regarding the draft Memorandum of Understanding on political consultations between the Ministry of Foreign Affairs of the Kingdom of Saudi Arabia and the Ministry of Foreign Affairs of the Republic of Moldova, and to sign it.
Third:
Approval of a Memorandum of Understanding between the Ministry of Environment, Water and Agriculture of the Kingdom of Saudi Arabia and the Food Safety Agency of the Republic of Azerbaijan for cooperation in the field of plant protection and quarantine.
Fourthly:
Approval of the Regional Cooperation Protocol for the Management of Fisheries and Aquaculture in the Red Sea and Gulf of Aden.
fifth:
Approval of a Memorandum of Understanding on cooperation in the field of mineral resources between the Ministry of Industry and Mineral Resources of the Kingdom of Saudi Arabia and the Department for Business and Trade of the United Kingdom of Great Britain and Northern Ireland.
Sixthly:
Approval of two agreements between the Government of the Kingdom of Saudi Arabia and the Governments of the Republic of Liberia and the Republic of Ecuador in the field of air transport services.
Seventh:
Approval of two memoranda of understanding between the Oversight and Anti-Corruption Authority of the Kingdom of Saudi Arabia and the Public Prosecutor’s Office and the Anti-Corruption Agency of the Republic of Uzbekistan in the field of preventing and combating corruption.
Eighth:
Approval of the model memorandum of understanding for cooperation in the field of human rights between the Human Rights Commission in the Kingdom of Saudi Arabia and its counterpart agencies in other countries, and authorization of His Excellency the President of the Human Rights Commission - or his representative - to negotiate with counterpart agencies in other countries regarding the draft memorandum of understanding for cooperation in the field of human rights between the Commission and its counterpart agencies in other countries, and to sign it, in light of the model memorandum.
Ninth:
Approval of a Memorandum of Understanding between the Government of the Kingdom of Saudi Arabia, represented by the Saudi Space Agency, and the Government of the Republic of India, represented by the Indian Space Agency, in the field of space activities for peaceful purposes.
Tenth:
Approval of the updated document of the National Strategy for the Sustainability of the Red Sea.
Eleventh:
Approval of the rules for determining the boarding levels of civil and military employees and workers in public agencies.
twelfth:
Defining the geographical scope of the Plateau Complexes Reserve.
Thirteenth:
Approval of the final accounts of Al Baha University for the previous fiscal year.
Fourteenth:
Approval of promotions to the (fifteenth) and (fourteenth) ranks and the position of (ambassador) as follows:
-Promotion of Ali bin Abdul Mohsen bin Ali Al-Mullihan to the position of (Ambassador) at the Ministry of Foreign Affairs.
-Promoting Sultan bin Ibrahim bin Abdullah Al Mazrouei to the position of (Senior Business Advisor) at the (fifteenth) rank at the Ministry of Islamic Affairs, Call and Guidance.
-Promoting Majed bin Abdulaziz bin Mohammed Al Salem to the position of (Business Advisor) at the (fourteenth) rank at the Ministry of Interior.
-Promoting Ali bin Salem bin Hamid Al-Shahri to the position of (Branch Manager) at the (fourteenth) rank in the General Presidency of the Commission for the Promotion of Virtue and the Prevention of Vice.
The Cabinet also reviewed a number of general topics on its agenda, including two annual reports from the Supreme Authority for Industrial Security and the General Presidency for Scientific Research and Ifta. The Cabinet took the necessary action in these matters.
