The Ministry of Human Resources and Social Development, in cooperation with the Economic Cities and Special Zones Authority, launched the service “Loan of an employee“Dedicated to special economic zones, which aims to provide flexible and practical solutions for establishments in these zones by enabling them to borrow manpower temporarily.
Loan of an employee
This service allows establishments in special economic zones to temporarily utilize skilled labor through an official permit that can be extended from one to six months, granting them greater flexibility in workforce management and operational continuity. Establishments can also draw on labor from within the special economic zone or from the regular labor market, thus enhancing the integration of the work environment and contributing to increased operational efficiency.

Improving market efficiency and achieving competitiveness among establishments.

Enhancing the work environment in special economic zones and boosting human capital productivity.
Terms and conditions for using the service:
The worker must be a professional and hold a valid national identity card.
The minimum age is 18 years.
In regular establishments: they must be within the green zone or above, with a maximum loan limit of 50% of the total workforce.
In special economic zones: The facility must be licensed by the authority, with a maximum loan limit of 10% of the total workforce.
The service is available through the “Ajeer” electronic platform.

Muhannad Al-Issa, Undersecretary of the Ministry of Human Resources and Social Development for Labor Market Policies, confirmed that this service comes within the Ministry’s efforts to build an organized and flexible labor market, noting that it is a qualitative addition to support special economic zones and enhances the private sector’s ability to adapt to future transformations.
Nabil Khoja, Secretary General of the Economic Cities and Special Zones Authority, added that the employee loan service is a competitive advantage for investors in the special economic zones, as it contributes to facilitating business practices and enhancing the ability of establishments to implement projects quickly, in addition to promoting knowledge transfer and the utilization of national competencies.
